Costs
Upgrades have some associated costs. The most significant cost is the upgrade itself. This cost depends on the new ilvl of the item and the amount of perks it will gain and can be costly. It is also costly to upgrade an item to a higher tier (such as Explorer > Champion, or Veteran > Heroic).
The second is the cost of materials needed for an upgrade. These are typically Power Dices (dropped from monsters 21+), Minerals and Erons or a specific Mists of Pandaria or Warlords of Draenor Quests. These materials are available in the inventory of an Upgrade Vendor.
It takes time to upgrade an item. Based on the magnitude of the upgrade, it could take up to 8 hours. The stats that are the base of the upgraded item are calculated based on the new ilvl as well as other properties.
